Need to think clearly about ‘what defines a site?’
In order to be cost-effective data should be collected from samples that are representative of a larger domain (of hundreds of thousands of households)
Variables include agro-ecological zones, population density, smallholder production, and market access
Site boundaries – the costs are high so need to be think about large numbers of people
(a) what should the criteria be? (b) do 'Menz for sheep meat', 'Mojo for Beef' and 'Sululta for dairy' meet these criteria? (c) if so, define the scale of analysis, and if not then where is better and what are its boundaries?
